| Memo to: | All UH-Downtown/PS Holders | UH-Downtown/PS 02.A.09 | |
| From: | Max Castillo, President | Issue No. 2 | |
| Subject: | Miscellaneous Leave Policy | Effective Date: 8/9/99 |
|
| 1. PURPOSE | |
| This PS describes the miscellaneous leave benefits for University of Houston-Downtown (UHD) benefits eligible employees. | |
| 2. POLICY/PROCEDURES | |
2.1 UHD benefits eligible employees are entitled to leave benefits in accordance with the Appropriations Act and other statutory standards. Vacation and sick leave benefits are delineated in PS 02.B.04 and 02.A.08, respectively. Miscellaneous leave benefits are outlined herein. |
|
2.1.1 Family and Medical Leave; |
|
2.1.2 Emergency Leave; |
|
| 2.1.3 Military Leave; and | |
| 2.1.4 Jury Duty. | |
2.2 Complications from pregnancy will be treated as any other medical condition. Pregnancy or adoption of a child shall be covered under the Family and Medical Leave Policy, PS 02.A.11. Each case will be evaluated on its own merit and, provided all requirements are met, the employees supervisor and department administrator may grant family and medical leave. In addition, the Human Resources Department should be consulted regarding benefits coverage of dependents. |
|
2.3 Emergency Leave may be granted by the immediate supervisor in the event of death in the employees family. Requests for leave because of the death of an employees spouse, or the employees or spouses parents, brothers, sisters, grandparents, grandchildren or children will generally be granted. Leave may also be granted for the employee to take care of personal responsibilities surrounding death. The amount of time allowed will depend on the circumstances and at the discretion of the supervisor. The department administrator may authorize emergency leave in other circumstances when the employee shows good cause for such leave. |
|
| 2.4 Military Leave may be granted to employees who are members of the reserve component of a state or federal military force. Reservists are entitled to a military leave of absence from their respective duties not to exceed 15 days in any one calendar year. Military leave will be granted without loss of time or salary only when the employee is ordered by proper authority to report for active military duty. Requests for military leave must be submitted in writing to the employees supervisor for approval as far in advance as possible. A copy of the official military orders must accompany the request. | |
| 2.5 Jury Duty. Employees called to jury duty shall submit appropriate documentation of the jury/court duty to their supervisor in advance. No deduction shall be made from the salary or wages of a UHD benefits eligible employee for jury service; nor shall the employee be required to account to the University for any fee or compensation received for jury duty. Upon return to work, the employee must submit a letter or certificate from the court showing the length of service as juror to their supervisor. | |
| 2.6 Witness Leave. An employee called to appear in an official capacity in any judicial action, legislative investigation, or as an expert witness on behalf of the University shall consider and report that time as time worked, not leave. An employee called to appear in an official capacity in any judicial action or legislative investigation is not entitled to any witness fees for such a governmental appearance. An employee who serves as a witness for any other reason than on behalf of the University is entitled to receive witness fees, but the employee must report and the supervisor must approve that time as vacation time, compensatory time, or leave without pay. Employees who appear as witnesses in a court case shall submit appropriate documentation of the court duty to their supervisor in advance. | |
