a) Each state agency shall submit an operating plan to the department
each state fiscal biennium not later than the 30th day after the date
the General Appropriations Act becomes law. (b) The plan must describe
the agency's current and proposed projects for the biennium; (c) A state
agency shall amend its biennial operating plan when necessary reflect
changes in the plan during a biennium. At a minimum, an agency shall amend
its biennial operating plan to reflect significant new or changed information
resources initiatives or information resources technologies initiatives
contained in the agency's legislative appropriations request. Not later
than the date prescribed by department rule, an agency shall submit an
amended plan to reflect new or changed initiatives contained in the agency's
legislative appropriations request.
