Each state agency shall develop and implement personnel policies and
procedures that comply with Chapter 21, Labor Code, including personnel
selection procedures that incorporate a workforce diversity program. The
Texas Commission on Human Rights shall review the personnel policies and
procedures of each state agency on a six-year cycle. The review shall
be completed within one year. Not later than 60 after the commission completes
the review of a state agency and provides its review and any recommendations
to the agency, the agency shall submit to the commission, the governor,
the legislature, and the Legislative Budget Board a report detailing:
whether the agency implemented the recommendations of the commission;
and if the agency did not implement all of the commisssions' recommendations,
the reasons for rejecting those recommendations. Labor Code, Sections
